Board of Commissioners January 17the Meeting Recap

A regular meeting of the Board of Commissioners was held on January 17th. The Board took the following actions:

  • Heard an update on adding bulkheads in the 700 and 800 blocks from Shane Lippard, Right Angle Engineering. Mr. Lippard reviewed his engineering preliminary estimate. He will research the life cycle of a permit and report back to the Board.
  • Agreed to have the wetlands in the area of the parcourse on Ocean Boulevard delineated. 
  • Approved Resolution 23-01, Resolution Declaring Cost and Ordering Preparation of Preliminary Assessment Roll and Setting Time and Place for Public Hearing on Preliminary Assessment Roll for the Improvement of Seagull Drive. Costs for the paving of Seagull Drive total $220,630. The next step is for the tax collector to prepare the assessment roll. The public hearing is scheduled for March 14th at 5:00 p.m.
  • Reviewed the information on preliminary plans for 796 Ocean Boulevard West provided by David Wood, David Wood Inc. Home Designs. Mr. Wood will make minor modifications to the plans per the Board’s direction. The Board also discussed the renovations that would be necessary if the Town decides to move forward with renting the property while working on the permanent plan. More information on the renovations will be available next month.
  • Listened to a presentation from Assistant Chief David Ward of the Tri-Beach Fire Department. The Fire Department is requesting that the Town put a plan in place to upgrade or replace the existing fire station on the island to provide the necessary facilities to support safely housing onsite staff 24 hours a day. Assistant Chief Ward will research additional information to provide to the Board.
  • Heard details on the monthly report from Lieutenant Dilworth.
  • Heard the monthly report from Inspections Director Evans.
  • Reviewed the information provided by the staff in response to the parking program tasker from the Board last month. The Board decided to have Otto Connect amend their contract regarding boat trailers with no tags. They also agreed to set the fees for the 2023 season at $4 per hour, $20 per day, $80 per week and $150/$300 for annual passes.
  • Approved the proposed budget/quarterly meeting schedule provided in their packets.
  • Agreed to send their objectives to Town Clerk Finnell by February 9th so they can be compiled before their objectives workshop.
  • Selected Green Engineering as the firm for engineering services to develop a systemwide asset inventory and assessment of the Town’s water system, with the specific goals of evaluating the adequacy of distribution, fire flows, storage and the need for a second water tank. A contract for the proposed services will be considered next month.
  • Approved an update to the Town’s Classification and Pay Plan. They adopted Ordinance 23-01 to fund the revisions to the pay plan and personnel salary changes. The Board also approved an amendment to the town manager contract.
  • Asked staff to put together a program to establish a schedule for a facility condition inspection of Town-owned properties.
  • Selected Commissioner Kwiatkowski to continue serving as the commissioner representative on the Audit Committee.
  • Heard the quarterly budget report.
  • Held a closed session to consult with the attorney.
