Board of Commissioners
February 21st Meeting Recap

A regular meeting of the Board of Commissioners was held on February 21st. The following actions were taken:

  • Chief Dixon gave the Police Department monthly report.
  • Inspections Director Evans gave the Inspections Department monthly report.
  • The Board recognized Gunner Blake and Erwin Chavez for Eagle Scout projects, which included work in our community.
  • The Board approved Green Engineering’s Proposal for Services relating to water system inventory and assessment. A budget amendment was approved to move forward with the proposal. 
  • The Board discussed information pertaining to potential fire department upgrades with Doug Todd, Tri-Beach Fire Department Chief.
  • The Board reviewed and gave suggestions to the site plan for Block Q that was presented by Randy Baker, Pinnacle Architecture. Mr. Baker will provide a contract, contingent on budgetary items, to move forward with the next phase of the project. Assistant Town Manager Ferguson will pursue a grant opportunity through the North Carolina Public Beach and Coastal Waterfront Access Program for the proposed restroom on the property and associated parking.
  • Chip Hemingway, Bowman, Murray Hemingway Architects, went over the final site plan for the pier property. The Board provided guidance on the plan. Mr. Hemingway will provide a proposal for the next phase to the Board for their review.
  • Improvements to 796 Ocean Boulevard West were discussed. The Town will be move forward with awarding a contract to the lowest responsive bidder on the project. The contract will be contingent on the Board determining where to source the repairs from at the March meeting. The Board also discussed renting the property through a rental agency, but did not make a decision to move forward at this point.
  • Agreed to have McGill Associates submit a contract proposal for a Sailfish Park Site-Specific Master Plan to the Town.
  • Selected McGill Associates to submit a contract proposal for Stormwater Management and Consulting Services. 
  • The Board voted to continue using Martin Starnes and Associates as the Town’s auditor.
  • The Board approved Ordinance 23-03, Ordinance Amending the Holden Beach Code of Ordinances, Section 130.01 Discharge of Firearms; Exceptions.
  • Ordinance 23-04, An Ordinance Amending Ordinance 22-14, The Revenues and Appropriations Ordinance for Fiscal Year 2022 – 2023 (Amendment No. 11) was adopted. The amendment recognizes revenue from the sale of retired trucks and allocates the funds to go towards the purchase of a new truck for the Public Works Department.
