March 19, 2024 Meeting Recap

A regular meeting of the Board of Commissioners was held on March 19, 2024. The following actions were taken:

  • The Board voted to move the regular meeting for April to April 30th at 5:30 p.m. The budget meeting originally scheduled for that day was shifted to May 2nd.
  • The Board awarded the contract for roadway work on High Point Street to Highland Paving.
  • The Board voted to have staff send out a request for proposals to tear down the HB Pavilion. 
  • Ordinance 24-02 was approved. The ordinance removes parking spaces along McCray between Avenue A and Dunescape from the parking table. The recent repaving and addition of the bike lane by DOT has encroached into the ROW to such an extent that the spaces can no longer be used for parking.
  • The Board voted to extend the season and charge for paid parking year-round. Effective April 1st, rates will be $5 per hour, $20 per day, $80 per week and $175 for an annual pass. Annual passes are valid within the calendar year purchased. 
  • Chief Dixon reviewed the Police Report.
  • Resolution 24-03, Resolution Declaring Law Enforcement Participation in the Federal 1033 Program was approved. 
  • Inspections Director Evans gave the Inspections Department monthly report.
  • Finance Officer McRainey provided the Board with a Finance Department Report
  • The Board accepted a grant from the NC Department of Environmental Quality for a bathroom, the associated parking, site prep and landscaping on Block Q. Ordinance 24-03, An Ordinance Amending Ordinance 23-11, The Revenues and Appropriations Ordinance for Fiscal Year 2023 – 2024 (Amendment No. 3) was approved in conjunction with the grant.
  • Ordinance 24-04, An Ordinance Amending Ordinance 23-11, The Revenues and Appropriations Ordinance for Fiscal Year 2023 – 2024 (Amendment No. 4) was approved. The amendment transfers Unassigned General Fund Balance over 70% to the Beach and Inlet Capital Reserve Fund and transfers appropriate funds to the FEMA fund to cover the cost of the project that was not captured in disbursements from FEMA.
  • A contract between the Town and Martin Starnes and Associates for audit services for Fiscal Year 2023 – 2024 was approved.
  • The Board discussed putting out a request for proposals to have a private entity rebuild or refurbish the pier building to get it up to code and to repair the pier to engineering requirements. The Board did not move forward with sending of the request for proposals. 
  • The Board instructed staff to sell the house located at 796 Ocean Boulevard West. The town manager and attorney will work together to determine the best method to sell the property.
  • Staff was directed to review and assess options for audio/visual for the public assembly.
